Because we are dealing with fiction - some things just aren’t going to make sense. In some cases, the author can be talented enough to make characters with believable abilities, so their IQs can be estimated.
Unfortunately: it’s impossible to estimate Rick’s IQ for various reasons:
There is no recorded instance of him taking a scholastic test or IQ test.
The reference population is a little difficult to gauge - relative to White British people? Relative to the whole universe? All dimensions?
Rich Sanchez clearly shows brilliance and intelligence - but there is no real way to quantify that in a number.
Unfortunately, I cannot provide a numerical estimate.
On the one hand he's a Charles Murray tier Human-Accomplishment character, so you can just go on an assumed avg IQ of eminent individuals today. Say, 145-160.
On the other hand--the fact that this is what he is--is just a plot/show contrivance, and for the question to be more interesting requires that we look at actual behaviors. Drug use is probably a negative, he's clearly a standard deviation or two below average in impulse control, and we can also observe that he's clearly low openness from the way he interacts with others and dismisses ideas out of hand before thinking about them. He's also prone to malapropisms e.g. "take x for granite" > "take x for granted" so he has a midwit verbal IQ.
Overall, I'd score him about ~95.
